Central District is one of the eleventh Districts of the National Iranian Oil Pipelines and Telecommunication Company (IOPTC). The District is responsible for transporting crude oil to Arak Refinery and Tehran Refinery as well as supplying the fuel for the cities and rural areas in Lorestan, Hamedan, and Qom.
The District manages many pipelines of the crude oil and refined oil products within the territories of Lorestan, Central, Hamedan, Isfahan, and Qom provinces. The length of the pipelines under the Central Area's management amounts to 1595km.
Oil Operation Centers
There are 4 pump stations, 3 pressure reducing stations, and 3 oil terminals in order to carry out the operation in this District. The operation process involves many sampling and lab work on oil refined products( kerosene, oil gas, gasoline, jet fuel)such as determining different boiling points, and volatility point ,color and density, as well as oil products quality control and on time delivery of fuel for domestic consumption.
There are also terminals which receive oil products from pipe lines and store them in the storage tanks in order to be delivered for domestic consumption on demand. Pressure reducing stations are there too in order to reduce the pipe lines pressure while considering environmental factors and maintaining the oil products quality.

The center of Central District
The center of Central District is in Arak city. The District headquarters, technical workshops, stores, and telecommunication station are located there.
Staff Facilities
The District has the following cultural, sports, social, and health care facilities:
A Hall for religious and cultural events accommodating more than 350 people, a center for teaching the Holy Koran, and religious books, together with other books , and CDs. There is also a canteen, football field, a gym, and sports center.

Features
· On average, the Station receives 200,000 barrels of Oil Products (Oil-Gas, Kerosene, Oil jet, Petroleum and Plat Format) from Arak Refinery and moves 190,000 of Crude Oil to Arak Refinery per day.

5. Hamedan Installation
|
Hamedan Installation is located in the north of Hamedan city, (15km from Hamedan-Tehran Road), neighboring the Storage and Distribution Facilities (Number 2) of Hamedan National Oil Products Distribution Company. It is at an altitude of 1831 m above the sea level. This Installation is situated at the end of Shazand- Hamedan 12" pipeline. The Installation receives the refined oil products such as gas oil, kerosene and gasoline which are pumped from Shazand 12" Pump Station and transport them to Hamedan Storage and Distribution Facilities (Number 2) in order to supply the consuming fuel of the Western part of the country (Hamedan, Kurdistan, Kermanshah, Qazvin provinces, as well as Miandoab and Tabriz cities).

6. Qom Installation
|
Qom Installation is located on the 14th km of Qom-Arak road, neighboring the Oil Storage and Distribution Facilities of the National Oil Products Distribution Company in Qom District (on the 715th km of the two 10" and 16" Ahwaz-Ray pipelines). The Installation is established at an altitude of 1170m above the sea level. This Installation receives the refined oil products (Kerosene, gas oil, gasoline) from Ahwaz-Ray 10" & 16" pipelines and moves them to the Storage and Distribution Facilities in order to be distributed in Qom and the suburbs.

7. Malayer Installation
|
Malayer Installation was established in 1999 in Malayer City, Hamedan Province. It is neighboring the National Oil Products Distribution Company in this city. Malayer Installation lies at an altitude of 1760m above the sea level. This Installation is charged with the responsibility of delivering the consuming fuel to Malayer City and the suburbs. Shazand-Hamedan 12" pipeline is laid on the 6th km from Malayer Installation where a 4" pipeline is derived to receive oil products from Shazand-Hamedan Pipeline and move them to Malayer Storage Facilities.

8. Shahid Mirzee Pressure Reducing Facility
|
Shahid Mirzee Pressure Reducing facility is located on the 30th km of Qom city and at the 15th km of Salafchegan (1 km away from the main road of Qom- Salafchegan) at an altitude of 1187m above the sea level. This Pressure Reduction facility on Isfahan- Ray 18" and 24" pipelines. Oil Products such as gasoline, Kerosene, gas oil, Jet oil and crude oil, which are pumped through 18" and 24" pipelines from Isfahan Maroon 7 towards Tehran, pass through Shahid Mirzee Pressure Reducing facility and then move to Ray. Each pipeline has a valve control. At the time of operation one of them is used and the other is standby.

9. Shahid Mahdavi Pressure Reducing Facility

Shahid Mahdavi Pressure Reducing facility is located 50 km west of Qom county on 37th km of Jafarieh Road route, at an altitude of 1100m above the sea level. This Station was designed and established on the 607th km of Ahwaz- Ray 26" pipeline, and started operation in 1972 in order to move 360,000 barrels of crude oil per day to Tehran Refinery,

Control Rooms
Control Rooms in these stations enjoy state of the art technology .In addition to recording and screening the transporting and controlling parameters and problems, all other operations of major devices are provided. Using technical- scientific progresses and modern technology, powerful turbines, modern advanced informational systems, communication, telecommunication and modern measuring instruments have paved the way for making use of pipelines.
Installation
Qom, Malayer and Hamedan are Oil terminals where the Oil products are stored , based on a carefully designed plan, and then on demand they are transported to different destinations by oil tankers.
Pressure Reducing Stations
Shahid Mahdavi, Shahid Mirzee and Arak Pressure reducing stations, via the installed control valves, reduce the pressures in the pipelines in order to prevent the cracks.
Pigging
Pigging in the maintenance of pipelines refers to the practice of using Pipeline Inspection Gauges or "PIGs" to perform various operations on a pipeline, such as internal cleaning of pipelines, without stopping the flow of the product in the pipeline. These operations include but are not limited to cleaning and inspecting of the pipeline. Running pigs is carried out according to schedules set by Central Control in Tehran, and at the discretion of operational authorities.
Telecommunication
Today, the importance of telecommunication in different parts of the industries is significant. Central District Telecommunication works nonstop to ensure the smooth running of communications and telecommunications in the District. There are 20 communication stations (Radio Max, 4 Passive Stations, 1 mobile phone station, 9 telephone switch stations, 310 km of Fiber Optic).
Green space
Considering the important role of green spaces and areas for clean air and public health, this District tries to develop the green spaces with the belief that without environmental protection and optimized use of resources it is difficult to reach any industrial development. In this line, protection of the pipelines is the executive priority for the District. With 40 Cathodic protection stations and Smart Pigging it is tried to control and detect possible problems and sort them out in order to have safe and secure pipelines.
Technical and maintenance units
Technical and maintenance units work round the clock to provide service to all the stations in the District. The personnel in these units not only undertake the maintenance of the machinery, but also design, manufacture, and install the required machinery without relying on foreign companies.
Razan Pump Station
Razan Pump Station is the first Pump Station on 10", 16" 26" pipelines (Ahwaz- Ray) route. It is one of the Central Districts Stations which is located in Lorestan province (on the 50th km of Brojerd- Khorram Abad road), neighboring the main road. The 10" pipeline in Razan Pump Station has 2 electro motors, 1410 hp each, and is responsible for transporting the refined oil products from South to Azna Pump Station and Installation. The 16" pipeline in this Station has 4 electro motors, 1200 hp each, and is responsible for moving the oil products from south to Shazand Pump Station. The 26" pump house in this station is equipped with 4 sets of turbo pumps (NP), 6150 hp each, and 2 sets of solar turbine (4000 hp), which move the crude oil to Tehran and Arak Refineries.
Certificates
Following the measures taken to implement, and maintain quality management systems and continually improve its effectiveness, Central District has been awarded the ISO 9001 and ISO 14001 Certificates in 2002.
Also, in 2004 the District achieved the OHSAS 18001 Certificate for successfully implementing the Health and Safety management system in the workplace.
